  • General Procurement Notice for Acquisition of Goods, Works and Related Services and Consultancy Services for Project for the Creation of Regional Higher Education Establishments in Mauritania - 4 Components The project will include the following four components: (i) Improvement of access to higher education; (ii) Quality improvement and institutional strengthening; (iii) Support for project management; (iv) the financial audit of the project. Component 1 : Improve access to higher education, including the following activities: - Development of infrastructure: (i) Construction of 2 higher schools: one for Veterinary Medicine of NΓ©ma (EMVM) in NΓ©ma capital of the wilaya of Hodh EL Chargui, and the other for Agronomics in KaΓ©di (ESAM) capital of the wilaya of Gorgol. These infrastructures include for each school: 22 classrooms, workshops, administration, 10 laboratories, 7 dormitory buildings with 30 rooms, to accommodate 420 students, 9 blocks as guest houses, 4 blocks as multi-purpose guest houses, a restaurant , auditorium halls and sports facilities. The total built area amounts to approximately 45,800 m2 (23,600 for EMVM and 22,400 for ESAM); and (ii) Different networks and VRD. - Supply of furniture and equipment: (i) Supply of furniture for classrooms, administrative offices, dormitories, boarding houses, canteens, cafeterias and laundries (ii) Supply of equipment in various disciplines for workshops and laboratories, kitchens, laundries , first aid rooms, ambulances and school buses. Added to this are other sub-components: the slaughterhouse, the stables, the incineration room, the wastewater treatment plant, the recovery basin, the water reservoir and the experimental farm. Component 2 : Capacity building and institutional support under the Reverse Linkage modality includes the following elements: This component will be developed and implemented by Reverse Linkage partner and knowledge provider, namely the Agronomic Institute and veterinarian Hassan II in Morocco (IAV), and will include the following key activities: (i) training of teaching staff and higher education executives of the two schools; (ii) the development and revision of curricula/programs and the establishment of an operational system and manuals. Component 3: Support for project implementation, including: - the establishment of a project management unit (PMU) to supervise the implementation of project activities and coordinate procurement, financial management and disbursement activities in accordance with project requirements. The PMU will include the following key personnel: a project coordinator, a procurement specialist, an administrative and financial manager and two civil engineers. - consultant services for: (i) the development of detailed technical studies β€œDED”, the preparation of tender documents and the supervision of civil engineering works; and (ii) the development of equipment and furniture specifications. - a Start-up Workshop/Familiarization Visit/Mid-Term Review: organization of a project start-up workshop and a familiarization visit for the AE/PMU in order to train them on IDB policies and procedures . - operational support and coordination to the PMU. Component 4 : External financial audit services of the project The planned acquisitions to be financed by IsDB Financing resources are as follows: Works 1. Construction of ESAM and housing in KaΓ©di in two separate lots, following the method of acquisition of International Call for Tenders limited to firms from IsDB Member Countries (AOI/PM); 2. Construction of the EMVM and housing in NΓ©ma in two separate lots, following the method of acquisition of International Call for Tenders limited to firms from IsDB Member Countries (AOI/PM). Goods 1. Acquisition of specialized equipment for ESAM in KaΓ©di, following the International Call for Tenders (ICT) acquisition method; 2. Acquisition of specialized equipment for the EMVM in NΓ©ma, following the International Call for Tenders (ICT) acquisition method; 3. Acquisition of kitchen and laundry equipment for ESAM (KaΓ©di) and EMVM (NΓ©ma) in two separate lots, following the National Call for Tenders (AON) acquisition method; 4. Acquisition following the National Call for Tenders (AON) acquisition method of furniture for ESAM (KaΓ©di) and EMVM (NΓ©ma) and accommodation premises in two separate lots; 5. Acquisition of 2 ambulances and 4 school buses for ESAM (KaΓ©di) and EMVM (NΓ©ma) in two separate lots, following the National Supplier Consultation (CFN) acquisition method; 6. Acquisition of First Aid medical tools for ESAM (KaΓ©di) and EMVM (NΓ©ma), following the National Supplier Consultation (CFN) acquisition method; 7. Acquisition of slaughterhouse area equipment, following the National Call for Tenders (NCT) acquisition method; 8. Acquisition of stable equipment, following the National Call for Tenders (NCT) acquisition method; 9. Equipment for the incineration room, following the National Call for Tenders (NAB) acquisition method; 10. Equipment for the wastewater treatment plant, following the National Call for Tenders (AON) acquisition method; 11. Recovery basin equipment, following the National Call for Tenders (NCT) acquisition method; 12. Water tank equipment, following the National Call for Tenders (NCT) acquisition method; 13. Acquisition of experimental agricultural equipment, following the National Call for Tenders (NCT) acquisition method; 14. Acquisition of ICT equipment and educational tools, following the National Call for Tenders (NCT) acquisition method; 15. Acquisition of research documents and references, following the International Supplier Consultation (ICF) acquisition method; 16. Acquisition of Vehicles for the PMU, following the National Supplier Consultation (CFN) acquisition method; Consulting Services 1. Recruitment of a consultant (firm) to provide: (i) technical and architectural study services for the works, (ii) site monitoring, (iii) development of DAOs, (iv) development of specifications equipment and furniture, following the selection method: Selection Based on Quality and Cost (SFQC); 2. Recruitment of the Project financial auditor (firm), following the selection method: Least Cost Selection (SMC); 3. Recruitment of PMU staff following the selection method: Selection of Individual Consultant from the shortlist of local consultants. The PMU will include: 5. A Project Coordinator; 6. A Procurement Manager; 7. An administrative and financial manager; 8. Two Civil Engineers. Procurements financed by the IsDB will be carried out in accordance with the Guidelines for the Procurement of Goods, Works and Related Services under Projects Financed by the Islamic Development Bank (current edition) and are open to all eligible bidders, as defined in these Guidelines. Procurement of consulting services will be carried out in accordance with the Guidelines for the Procurement of Consulting Services under Projects Financed by the Islamic Development Bank (current edition). Specific procurement notices for procurements to be carried out by International Competitive Bidding (ICB) or International Competitive Bidding reserved for member countries (ICB/PM) and calls for expressions of interest for consultancy services will be published as they become available, on the IsDB website, the DPEF website, the Public Procurement Regulatory Authority website as well as other commercial publications widely distributed on internationally, and national newspapers.
