• Description:
• General Procurement Notice for Supply, Installation and Commissioning of Medical Equipment for Health Centers in Mrt-1035 Intervention Zones in Two Separate Batches. 1. This Tender Notice follows the general procurement notice and the Procurement Plan for the MRT-1035 project . 2. the Ministry of Health via UGP/MRT1035 received funding from the Islamic Development Bank to cover the cost of the Project to Support Maternal and Neonatal Health Services in Mauritania and intends to use part of this financing to make payments under the Supply Market , Installation and Commissioning of Medical Equipment in Health Centers in the MRT Intervention Zones 1035 in two separate batches. o Lot1 : Imaging and Laboratory Equipment o Lot2 : Maternity Equipment 3. The products were delivered to the various health structures in the Wilayas of intervention of the Project within a period exceeding 120 days 4. The Ministry of Health is soliciting offers under closed cover (excluding taxes) from eligible bidders meeting the qualifications required to supply this equipment in two separate lots for the supply, installation and commissioning of Technical Medical Equipment for Centers health of the regions of (Hodh Echargui, Hods Elgharbi, Gorgol, Guidimakha and Tagant ) 5. The criteria for qualifying bidders are : _ _ _ _ _ _ _ _ _ _ 1. If the Bidder is the manufacturer : the bidder will provide written proof of this status and must provide supporting documents the criteria below 1. Financial capacity : The Bidder must provide written proof that it meets the following requirements: · Provide financial statements for the last 5 years (2018, 2019, 2020, 2021 and 2022) certified by a certified public accountant. Or, if not required by the regulations of the bidder's country, other financial statements acceptable to the Employer for the last 5 years (2018, 2019, 2020, 2021 and 2022) demonstrating current solvency and long-term profitability of the bidder . · Have achieved an average annual turnover at least equal to: o For lot 1: 49,000,000 MRU and, o For lot 2: 28,000,000 MRU based on the financial statements for the years in question. In the event of a grouping, all combined parties must meet the criterion. · Provide a certificate of financing capacity free of any other commitment of an amount equal to at least: o For lot 1: 39,000,000 MRU and, o For lot 2: 22,000,000 MRU . In the event of a grouping, all combined parties must meet the criterion 2. Technical capacity and experience : The Bidder must demonstrate, with supporting documentation, that it meets the technical capacity and experience requirements below: · o For LOT 1 : The bidder must have successfully completed, over the last five (5) years (2018, 2019, 2020, 2021 and 2022), at least one (01) contract for the supply of maternity equipment of complexity and of a similar nature and with a minimum value of 40,000,000 MRU or approximately $1,100,000. · o For LOT 2 : The bidder must have successfully completed, over the last five (5) years (2018, 2019, 2020, 2021 and 2022), at least one (01) contract for the supply of medical imaging equipment and lab of similar complexity and nature and with a minimum value of 25,000,000 MRU or approximately $700,000. In the event of a grouping, all combined parties must meet this specific experience criterion . However, in the case of a group, the amounts of contracts completed by each member cannot be combined to determine whether the minimum amount required for a single contract under this criterion is reached. In the same way as for the single entity, each contract executed by each member presented under this criterion must meet the minimum amount per contract required. 3. The Bidder must provide written proof that the Goods it offers meet the following condition(s) of use and conformity: see the relevant technical specifications and standards ( Summary of Technical Specifications). ( b ) If the Bidder is not the manufacturer, but is offering Goods on behalf of a Manufacturer under a Manufacturer's Authorization given in the form in Section IV (Bid Forms), the Bidder must possess and demonstrate that he possesses the qualifications (i), (ii) and (iii) above. 6. The tender procedure will be the International Open Bidding as defined in the Guidelines for the Procurement of Goods , Works and Related Services under IsDB - financed Projects , September 2018, revised February 2023 (the “Guidelines”), and open to all bidders from eligible countries as defined in the Guidelines. Prospective applicants are also encouraged to review Clauses 1.18 to 1.21 of these Guidelines regarding IsDB rules relating to conflicts of interest. 7. Bids must include a bid guarantee, valid for 120 days and in an amount in MRU (or equivalent in a freely convertible currency) of: · 850,000 Ouguiyas (MRU) or its equivalent in a freely convertible currency for lot 1 and, · 480,000 Ouguiyas (MRU) or its equivalent in a freely convertible currency for lot 2.
